detect when a TASTy definition is not on classpath

detect when a TASTy definition is not on the classpath and produce a suitable error.

Scenario

  • compile a case class with Scala 3
  • open REPL with tasty reader and -Ydebug-tasty flag
  • access the case class' companion object. We get a bad crash with no useful information
  • if the dotty library is on the classpath, then it works (a parent of the object is scala.deriving.Mirror.Product)
