Add `Spire<...>`

Which simply means that the object you pass as template works as a spire, measuring the number of agents which are passing through it.
Maybe @sbaldu has an idea on how to implement it both for street and node classes.
I think this will be the next step @sbaldu. Having each node as a spire (as it currently is) could be a bottleneck...
