Fetching I/EE bond value is not working

lak seems to be stuck fetching updated I/EE bond values from the TreasuryDirect website.

Made some changes to fix this issue in 2.10.0. Most importantly, I bonds value and rates are now calculated locally instead of making a network call to Treasury direct website.
