Tips on implementing a different Billing implementation? Other than Stripe?

Having issues with figuring out the ways of implementing a different billing implementation.
Firstly wanted just to test the flow on the local environment, where i can start a transaction, finish it and see how the invoice is created and afterwards billed... This i cannot do :(
Anyone help? :)
