Consolidate tests for toolkit (where possible)

Several tests can likely be combined with the addition of another command line argument. This will reduce the number of executables produced.

First candidate is:
examples/GMLS_StaggeredNeumannGradScalar.cpp and
examples/GMLS_Staggered.cpp
