Cannot upload with "Error: unable to find CMSIS-DAP device" on Windows 11

I am trying to upload a sketch to micro:bit V2.21 using ArduinoIDE and BSP 0.7.0, but I get a DAPLink related error and cannot upload. Please let me know how to deal with this.
I tried uninstalling and reinstalling the device in device manager to no avail.
Note that this board can be uploaded on a Linux PC, so I don't think it is a board failure.

Hardware : BBC micro:bit V2.21
Firmware : Version 0257
PC OS : Windows 11 22H2
IDE : Arduino IDE 1.8.19 (or 2.2.1)
BSP : Nordic Semiconductor nRF5 Boards by Sandeep Misty version 0.7.0
Boards : BBC micro:bit V2
Port : COM12(BBC micro:bit V2)

When connected to a PC, the following will appear in the device manager.

Ports(COM & LPT)
USB Serial Device(COM12)
Universal Serial Bus devices
CMSIS-DAP v1
CMSIS-DAP v2
WebUSB' CMSIS-DAP

The following error message appears.
