Build 3.1.5 binaries file version still shows version 3.1.3

To Reproduce
Steps to reproduce the behavior:

1. Download 3.1.5
2. Extract archive
3. Right mouse properties on launchy.exe
4. Go to Details tab and see version number is 3.1.3

Expected behavior
Build 3.1.5 should have build version 3.1.5 in the binaries "file version & product version"
