Attacking a work site does not provoke attack/Pawns stay neutral

When attacking a work site ( logging work site in the quests etc.) the pawns present there do not respond to attack even after they are shot or even dead. They stay as neutral. Friend sees them as enemy (red). We are using multifaction, sync time, royalty, ideology and biotech.
