BETA - Loss of shuttle when selecting occupied tile as destination

This was tested on the 0.7.3 beta using only the necessary mods, on a dev quicktest new save.
On 0.7.2 stable everything works as intended, same for transport pods on 0.7.3 beta.

When selecting a destination for a transport shuttle, if the destination is occupied (another faction's settlement was used for the test, the issue was originally reported over a bandit camp) and not generated (so, for example, sending a transport pod first, then the shuttle, works) the shuttle and its content are lost.
Sending the shuttle to a non-occupied tile works, and creates a caravan on the destination tile.
In this case the shuttle was generated through the royal permit, don't know if it makes a difference.
