UV's shifted by a single pixel left and up

RSD's seem to have their UV's shifted up and to the left by one pixel. I tested a few different models and made sure the tim wasn't offset by checking it in the PSYQ timtool, and confirmed the shifted UV's on both real hardware and the PSYQ rsdtool.
My UV's are snapped to pixel corners in blender so it shouldn't be a rounding error from that end.
Using Blender 3.5.
