Error loading Extension in 2022

I installed License Manager for Visual Studio 2022. No solutions open (they lockup the UI completely requiring End Process).
After opening VS2022 and going to the license header options, I got this message:
Microsoft Visual Studio
The 'LicenseHeadersPackage' package did not load correctly.
The problem may have been caused by a configuration change or by the installation of another extension. You can get more information by examining the file 'C:\Users\Kris.Culin\AppData\Roaming\Microsoft\VisualStudio\17.0_04d2f55f\ActivityLog.xml'.
Restarting Visual Studio could help resolve this issue.
