Disable or fix Workbench Jobs feature in GCW

We want to prevent confusing users, so in Google Cloud Workstations we should likely not have Workbench Jobs enabled.
GCW only has a local environment, so we probably want to either use Local Launcher, correct the callback-address, or disable Workbench Jobs.
