Put pkg imports for specific things in Suggests

so not everyone has to deal with them, e.g., iptools, stringi
@kylevoyto this is the last issue I have in milestone v0.2 https://github.com/ropensci/charlatan/milestone/2 - I'll try to get this sorted out right away. I want to get a new ver to cran since it's been a year since last version. Any last minute things you think we should add before submitting? note that I added you as an author
