Merge newpassmanager pending Linux

@roachspray mind giving the newpassmanager branch a quick look and test on your linux machine - it does want LLVM 4.0... I modified the CMakeLists.txt so that it ought to work right out of the box for Linux but... that's "in theory".
I'm happy to do the merge if you want, but I just want this to be alright with you...
Merge it up :)
