more validation of local path

[Google Code Exporter]

if the local path doesn't exist, prompt to create.  right now it just dumps
the files in the lowest availalble dir.

I am making the path be the top directory and then using your project name as 
the 
project root. I think this is closer to the way tortoisesvn works right now. It 
is at 
least better now.
