Hi! I have a question, this bot can download a file from an url and upload to a group via plugin? Sorry for my bad english.

merbot is based on the old telegram-cli. Download by URL only possible by using bot api.
But, offcourse, you can always write your own plugin to download a file from a URL and then re-upload the file (max 1,5GB) to Telegram.

BTW, I currently am not actively maintain merbot and more focused to tdcliBot.

Unfortunately, no.
And, you can always write a plugin for your need.
