Cutting down permissions from Cloud SQL Admin

Thank you for your work on this @rimusz!
I created an issue for the clousql-proxy that this Helm chart deploy about reducing the permissions to a minimum, this may be relevant to keep an eye on as this Helm chart's readme file suggest we require "Cloud SQL Admin" while it may require less.
