OPT_TIME in parameter, SAT_TIME learnt by ML

Get rid of the SAT_TIME parameter, replace it by OPT_TIME and propose a ML mechanism to fix SAT_TIME.
Finally, both are parameters given by the user. Opt_time is optional (= 10 times Sat_time is not given).
