Windows 7 URLOpenBlockingStream with https failed

I have not yet tested on Windows 8 and Windows 8.1

XP should not work neither. Maybe I should set a proxy for api.github.com .

OK I can confirm that windows 8 supports https.

I will test different releases of windows 7 because windows 7 seems supporting https in URLDownloadToFile
