silent renew isn't working

When a user is on the page for a couple of minutes, their cookie expires and then the page tries to refresh continuously from the API.
It's not clear to me what's happening here but I'm suspecting it has to do with silentRenew on the oidc-react library. There's a ticket here referencing it
