Store featured playlists in ./featured.json

Similarly to how news.json is read, we could read in the featured playlist IDs. That way they're much easier to change and more flexible, without having to rely on updating the app. Could see this as stopgap until there's a featured tag on the playlists themselves that's actually getting updated.
