Feature: Succinct delegated roles (BINS) as optional

What is the feature about?
This feature is about changing the default succinct delegated roles (BINS) as optional during the ceremony settings.
Currently, during the Ceremony settings, we ask the user the number of succinct delegated roles.
It could be an option for the user not to create it. It would be better if the user could
after defining the top-level roles configuration.
In other words, the BINS role could be just a custom delegated role with succinct roles without a path
