new milestones tasks logic in u_todos

Add the milestone uuid logic to u_todos, so an existing todo can be added to a milestone post-hoc

• add milestone_uuid to the cli parser
• if milestone_uuid then trigger the adding the milestone to the task list in the projecta collection
