Implement Project Status & Credit Class Status Timeline Modal

Full timeline view of each of project & credit class status for prefinancing projects should have:
- description / name
- date (can be specific date, month year, date range)
- icon
Additionally, some way of tracking which timeline elements are "completed" and which are "in progress / TBD".
- The last "completed" status should be the one that appears on the overview
- all "completed" statuses should appear in black text on the timeline
- all "in progress / TBD" statuses should appear in grey text, and the dates for each should say "Projected"
