Include a basic manifest.yml for Cloud Foundry

I usually deploy apps to Cloud Foundry, so it would be good to include a manifest file to make it easy to deploy.
Instead of leaving a manifest, the CF configuration lives in gradle's build.gradle file. 74536c7
