Active team monitoring icons even if team monitoring apps are not set

To Reproduce
Steps to reproduce the behavior:

GIVEN that team.monitoring apps are unset (see team settings)

1. Go to team apps
2. Observe that monitoring apps (e.g.: grafana) are active

Expected behavior: (a clear and concise description of what you expected to happen)
The app icons should only active when team settings indicate them as enabled.
