Upgrade velero client in otomi tools to version 1.12

Is your feature request related to a problem? Please describe.
Since Otomi v2.7 Velero app is upgraded to 1.12
However velcro client in the SHELL is still 1.11
Describe the solution you'd like A clear and concise description of what you want to happen.
Upgrade SHELL image so it contains velcro client in version 1.12
already upgraded to v1.13.0
