Create a system directory

Since the manage will be useful to start to fill system collections (like with #15 feature), an option should be available to create new system directory.

This will rest on the Recalbox manifest to give a selection of available directories to make depending if system already have a directory (must be unique) or not.

No option to create a directory that is not defined in the manifest.
