fill state module with some rtpipe.RT.set_pipeline functionality

Currently we are defining state from rtpipe. Need to move that into rfpipe.
Overall goal is to allow state to have methods for calculating useful parameters on the fly (e.g., data delay depends on freqs with input argument of dm).
