0x02640000 is inverted bitmap for talk groups/contacts.

Hi, checking my implementation against your documentation, I found that you labeled the address 0x02640000 as "Unknown Talk group info". In fact this memory area is the bitmap of valid talk groups or contacts. This bitmap however is inverted. That is, 0->enabled 1->disabled.
