timezone offset on android is broken

Reproducible sample code

use the example app:

Steps to reproduce

set tz offset to zero, and then keep opening and closing the calendar picker

the time selected keeps drifting away: 10, 11, 12... and so on

Describe what you expected to happen:

the time should be set, and subsequent opening and closing of the picker should not change the time
