Change the project directory structure and the header installation directory

The library and header files provided by rcssserver are installed under PREFIX/include/{rcssbase,rcssserver}.
This setting may cause some confusion and inconsistency.
The preferred location of header files would be PREFIX/include/rcss/SUBMODULE.
If this change is applied, the structure of the project should also be reconsidered.
