For Numpy 1/2 compatibility. See #3024.
No more than what's required to have wheels that work with both Numpy 1 and 2.
Welp, Cmake 3.29.1 came along and broke the vcpkg tiff port that we're using for Windows wheels. I'm going to put this down for a bit and maybe pick it up on Monday.
Unstuck at last. Distributions are on PyPI. GitHub release and announcements coming soon.
