Downloaded COGs should have local asset href, not be in links

Problem description
When you include the export asset type in your STAC export request, we download the COG, but then include it as an asset with an s3 url (which users won't have access to) and as a link to the local tif. We should instead just refer to it from the asset with the local href (no link).
