Delete defunct endpoints supporting frontend

Problem description
As per #5602 the frontend has been removed. In the interest of not making that changeset any larger, the work of deleting the config and feature-flags endpoints that used to support the frontend (and now are not consumed by anything), the associated services/DAO, and the feature flags table in the database will be undertaken separately as captured by this issue.
Expected Behavior or Output
- Endpoints supporting frontend and everything associated with them has been deleted
We have a related task elsewhere to catalog the endpoints consumed by each application -- azavea/raster-foundry-platform#1212. I think that would be helpful for expanding the scope of deletion here and capturing other capabilities in targeted demo / marketing apps as appropriate
