STAC versions kind of all over the place in exports

We should:

  • get on a better release version of stac4s
  • clean up inconsistent STAC versions in exports (download an export and inspect the versions -- we have at least 0.8.0 and 0.9.0 in different places, possibly more though I don't know that for certain)
