Explore how to support tools/tool runs [Timebox]

Ideally we would like to add the ability for users to do the following:
- request a tool to use in a jupyter notebook
- determine required parameters and let them fill in projects, bands, etc
- submit a tool run
- view nodes in compare and simple view mode
- export a bounding box
This task is to explore how that might work, potentially committing whatever is prototyped
+1 this would be slick now that so much local functionality exists and focal is on the way!
