Releases Should Point to Permanent URLs for Spec Releases

Releases should point to permanent locations for spec URLs to avoid situations where the specification moves.
For instance, if there was a release today it should point to the permanent location of the current spec release (1.4.0) - https://raw.githubusercontent.com/raster-foundry/raster-foundry-api-spec/1.4.0/spec/spec.yml
