[FEA]: Improving the Triage process

Please provide a clear description of problem you would like to solve.
Right now, all issues get filed with the https://github.com/rapidsai/cuspatial/labels/%3F%20-%20Needs%20Triage label, but the vast majority of issues filed by our team do not need this.
I'd like to make it so only issues filed by people external to RAPIDS get the label, this way we can ensure that issues that do need triage get it, and ones that don't do not.
Describe any alternatives you have considered
The alternative is what we're doing now and it's fine but could be better!
