Describe how to configure Telegram alerts using Sachet alerting driver
Details
Currently, the documentation for alerting-drivers isn't describing the steps to configure alerts such as those over Telegram using the Alerting Drivers app installable via Rancher UI. We have an issue rancher/rancher#38260, the solution to which is well-documented on the internal docs platform but hasn't made it to Rancher docs.
