Wizard should allow users to add public key

Especially for cloud users, the wizard should have a place (on deployment options?) that allows users to add a public key to the deployment process. It would just set the access attribute but likely requires special handling by the template to ensure non-destructive formatting.
Fixed. The basic wizard feature only allows 1 key right now; however the template can support multiple
