Create a docs.racklet.io site in this repo

Using GitHub Pages, create an overall documentation site (https://docs.racklet.io) based of the contents of this repo. This site will feature the core documentation of the whole project. Other sub-projects might have their own, dedicated websites as well, but this will be the go-to place for getting information about Racklet in detail.
The main site https://racklet.io will mostly feature overall high-level info about the project and the blog.
We should choose if we want either the Rust GitBook docs website generator, or e.g. Sphinx + MkDocs material.
