Set up community meeting notes repository

Instead of collecting and writing community meeting notes using Google Docs, let's try to use HackMD, and automatically/periodically sync it to a dedicated meeting notes repo. Hence, all meeting notes will be collected in one place, but easily editable by the community using HackMD.
This is now done thanks to racklet/meeting-notes#1 👍
