NVP_3: Increase complexity

Very simply just add more layers. In particular we should prioritize the decoder I think.

In particular we I think our FC layer in the encoder may be a detrimental bottlneck

Upped FC layer to 1000 units. Putting ticket on hold until further testing suggest insufficient complexity.

At this point the current NVP default build subsumes the design goals of NVP_3, so I will close this ticket.
