Incoming Stateless Resets

Definitely an edge case, but the LB will spray stateless resets everywhere because the CID is random. If the LB tracks fourtuples, though, it shouldn't be a problem.
Maybe make this part of a thing about stateless LBs.
So, what's the plan ?
