SMUI admin interface / configure results in an error

- Navigate to "Admin"
- Click "configure" to an existing rules collection

Detail configuration UI for the rules collection.
Mitigation:
With the next build of v3.15, I will make the "Admin" dialog temporarily inaccessible until this is fixed.
