Improve tooltips

Could be a bit more discoverable & a lot less hacky
They don't work particularly well if the element they're bound to is near a screen edge, so it'd be best if they had some intelligence in their display
Add tooltips for:
- why is livereload not on for code REPL by default?
- what does Refresh button in Code panel do?
- a red tooltip for security warning about hitting Evaluate in Code panel
