please extend open_jupyter_notebook and open_jupyter_notebook_in_browser to allow passing additional options to the subcommand

At the moment it's hard to tell which environment a jupiter/lab window is hitting

New command line options have been requested (jupyter/notebook#7208)

It would be good if pyxll-jupyter users could access those enhancements when they are available
