Specify software version numbers in readme

Could someone please specify the exact version numbers of all requried software assets in the readme? It currently just states "node.js, mongodb and elasticsearch".
Given the current instructions in the readme file, we were not able to create a local setup due to version conflicts. Thank you!
A Docker setup might also make things easier, but of course requires more effort.

The only active forks seems to be EIS-Bonn/lov.
