[Feature Request]: Add x_data to `bbq_tools.clean_outliers_moving_average` -> `get_filter_mask`

Feature Description
when the get_filter_mask gets xdata it can remove the slope from the y-data first, which makes sense for tune drifts.
so maybe we could add giving it the time-data as xdata as well.
